Dr Jerry Harrall

Innovating the Future of Construction

Dr. Jerry Harrall’s journey from a time-served tradesman to a leading proponent of highly efficient architecture and policy development is a testament to his technical specialism, self-education, and an unwavering commitment to energy efficiency. Leaving school at 16 with no qualifications, Jerry spent his early years on-site as a plasterer, completing a traditional apprenticeship on the trowel. While his hands-on experience remains a core part of his skillset, his career evolved through self-education, ultimately leading to Chartered Architect status and a PhD in 2005. In 2017, he resigned from RIBA, choosing to work independently as a consultant in architecture, planning, and development to drive forward a more pragmatic practical and performance-based solution for the sector.

Technical Leadership & Policy Development

In pursuit of more evidence-based process in construction, Jerry founded the Policy Liaison Group (PLG) for Future Homes via College Green Group, which he supports as the Technical Advisor. The PLG acts as a construction sector SME representative, ensuring practical, data-driven input into UK Government policy modification. His key objectives include:

  • Implementing a two-year EPC for retrofits (now part of the MEES consultation).
  • Establishing a UK Government Inventory for Volatile Organic Compounds (VOCs) to track and regulate indoor air quality.
  • Advocating for a Single Construction Regulator, in line with the Institute of Risk Management’s Grenfell Fire Report recommendation.

Delivering some of the UK’s Most Energy-Efficient Buildings

Jerry’s design expertise has helped deliver some of the most energy-efficient homes in the UK. As Technical Design Consultant for Howgate Close (SAP 143A)—the country’s highest-performing residential development—his work has led to 11 national and international awards, multiple peer-reviewed publications, and ongoing research into next-generation energy-positive homes. The next phase of Howgate Close is set to redefine building performance, with all nine homes designed to transition into net daily cash generators.
    Benchmarking Retrofit Efficiency

His personal home, "Number 23," may be the most energy-efficient retrofit in the UK, transitioning from an F-rated EPC to an A-rated EPC using the full SAP calculation, not the Rd Version. Built-in indoor air quality (IAQ) monitoring has recorded metrics far below WHO-recommended thresholds, delivery very good indoor air quality with the results set for publication and presentation at ISEC 2026.

    Future Goals & Innovation

    Jerry’s future ambitions include:

    • Building his next home to be entirely off-grid by 2026.
    • Ensuring his accumulated expertise is retained and utilised by companies to enhance their processes, products, and services.
From traditional craftsmanship to technical innovation, cutting-edge design, and policy advocacy, Dr. Jerry Harrell continues to lead the way in shaping the next generation of fossil-fuel-free, high-performance buildings.
